 Launch of Punjab Gender Parity Report (PGPR) 2018 

Punjab Gender Parity Reportat 2018 was launched at Faletti’s Hotel, Lahore on 30th May, 2018.

As the 3rd in an annual series of status reports, PGPR 2018 continued to provide a holistic overview of the status of women across six broad thematic areas encompassing approximately 300 indicators. To further the conversation on reversing the gender gap in Punjab, the Launch of the Report was complemented by a Panel Discussion on “Advancing Gender Parity: Translating Evidence into Action.”

Employment Facilitation Hub for Women

Punjab Commission on the Status of Women launched #JobAsaan, an Employment Facilitation Hub for Women, equipped with mentors, CV-building skills, interview skills, and other employment-related facilitation for women, on May 24th, 2018.

Awareness Campaign in Catholic Schools (April-May, 2018)

Awareness sessions were conducted in 30 high schools to guide students and to disseminate information on gender, gender-based violence, women's rights and redress mechanism in Punjab. The sessions further aimed to gender sensitize teachers and students both boys and girls who are affiliated with the Catholic Archdiocese of Lahore.

Networking Event under Women in Leadership (WIL) Project (April 24, 2018)

The Leadership Initiative at PCSW held a Networking Event to encourage Govt Officials to break barriers for women's leadership in the public sector, and ensure fulfillment of quotas, as required by Punjab Women's Empowerment Package 2012 and Punjab Fair Representation of Women Act 2014.

Seminar on Barriers to Gender Equality​ "How the Punjab (Pakistan) Commission on the Status of Women (PCSW) is addressing them?" (March 21, 2018) 

The World Bank Group is honored to be hosting Ms. Fauzia Viqar, Chairperson,  Punjab Commission on the Status of Women (PCSW) to discuss women's empowerment agenda in Punjab province of Pakistan. Ms. Viqar is a leading figure in Pakistan's movement for the empowerment of women, with over two decades of experience of working on women's rights, gender-based violence and discrimination, and women's equal participation in society. Under her leadership, the PCSW has become the foremost agency in providing technical assistance, capacity enhancement and monitoring support to public sector bodies working on gender-related outcomes. International Women's Day (March 8, 2018)

International Women's Day was celebrated by holding sessions, debates, discussions and a variety of other programs in all divisions of Punjab.

Directors Training Program (March 2-10, 2018)

The Women in Leadership Project is organizing the second Directors' Training Certification Program, in collaboration with the Institute of Cost and Management Accountants, Pakistan (ICMAP), from March 2nd to 10th, 2018. This 40-hour Certification program is approved by the Securities and Exchange Commission of Pakistan, and enables women to obtain Certification to be Directors of public/private companies.

Young Women Leaders Network 3 Days Training (March 5, 2018 to March 7, 2018)

Young Women Leaders Network is an initiative of Punjab Commission on Status of Women under the project "Generating Data to Advance Women's Social and Economic Wellbeing in Pakistan".
Young female students from public colleges across Punjab were invited to a three-day training in Lahore. The training was focused on empowering the female youth on social and economic challenges that they face in the society through interactive sessions on effective communication skills, leadership skills and gender issues. The opportunity was not only a source of nurturing young minds for future leadership roles but also exposed them to interact with eminent academia and experts working in the field of women development. The Young Women Leaders committed to design and implement social action plans in their respective communities and colleges on various issues pertaining to women.

Roundtable Meeting on Empowerment of Women and Girls (February 22, 2018)

A Roundtable on Empowerment of Women and Girls in Punjab was organized by the Minister of Environment Protection, Ms. Zakia Shahnawaz, and Punjab Commission on the Status of Women, at the Civil Secretariat. Minister of Finance, Ms. Aisha Ghous Pasha graced the occasion by convening the Meeting. The meeting focused on areas of collaboration for improved socio-economic conditions for women and children, and strategic actions that Government of Punjab can take in future, including gender sensitive budgeting and procurement, involving men in the struggle to empower women, and reducing the urban-rural divide to emancipate rural women.

MoU Signing with FIA on Cyber Crimes (February 19, 2018) 

MoU was signed between Punjab Commission on the Status of Women and Federal Investigation Agency on February 19, 2018. The objective was to redress Cyber Harassment complaints registered through PCSW helpline 1043 for the protection of women. This collaboration between FIA and PCSW may become an effective model for other provinces to follow the suit in addressing cyber harassment of women and girls.

PCSW signed MoU with Lahore Chamber of Commerce and Industry (February 16, 2018)

PCSW and Lahore Chamber of Commerce and Industry (LCCI) signed MoU to collaborate for development of provincial policy for women empowerment, measures for increased economic empowerment of women, facilitating women's employment and skills-based training, and development of models for evidence-based interventions to reduce women's vulnerability to all forms of discrimination and economic and social exclusion.

Sports Day at Transitional Housing for Women (February 14, 2018)

Sports day was celebrated at Transitional Home among the women and children. Significance of sports was to develop a sense of friendliness and team spirit among the resident women and children. It helped them to develop mental and physical toughness.

PCSW initiated a Campaign in Catholic Schools to Promote Gender Equality and Women's Rights (February 9, 2018)

PCSW conducted two awareness sessions with students of 9th and 10th grades, at St. Paul’s High School and Dar-ul- Barseerat High School, Township, Lahore. Recently, Punjab Textbook Board introduced a chapter titled "gender equality and protection of women’s rights" into secondary schools’ curriculum. The Commission aimed to guide students and disseminate information on gender, gender based violence and women’s rights. More sessions will be conducted in April-May 2018.

Networking Meeting with ACCA (January 30, 2018)

Partnering for gender equality in Punjab, PCSW and Association of Chartered Certified Accountants held a meeting  at PCSW Office. ACCA invited its members to an exclusive session with Ms Fauzia Viqar, Chairperson Punjab Commission on the Status of Women (PCSW).

Exposure visit of KPK Commission on the Status of Women to PCSW, Lahore (January 19, 2018)

A delegation from KPK Commission on the Status of Women visited PCSW. The objective of the visit was to ensure inter-governmental cooperation for sharing of best practices and innovation made in the struggle towards women’s economic and social empowerment.

Training of Nikah Registrars-December 20, 2017

Under the project “Training of Nikah Registrars (TNR)”, 2,079 Nikah Registrars and Local Government Officials (1835 Nikah Registrars, 35 Union Council Chairmen and 209 Union Council Secretaries) have been trained in Lahore on Proper Filling of Nikah Nama and Marriage Registration Process. 80 sessions were conducted from 6th December to 20th December 2017 in 9 towns of Lahore.

Meeting with AIG Gender Wing and AIG Investigation-December 18, 2017

PCSW meets AIG Gender Wing and AIG Investigation, to share cases of gender based violence received through PCSW's helpline 1043 for women. Issues discussed included Honor Crimes, Murder and Rape, and how to collaborate to overcome or minimize prevalence of violence in all 36 Districts of Punjab.

16 Days Activism-November 24, 2017

Punjab Commission on the Status of Women and White Ribbon Pakistan kicked off the 16 Days of Activism to End Violence against Women Campaign by convening a press conference at the Divisional Commissioner's Office in Lahore. Over the next 16 days, PCSW will be conducting press engagement events and awareness sessions on women's rights and laws that protect women in girls and boys colleges in all divisions of Punjab. Furthermore, PCSW's Transitional Home for Women Victims of Violence will be celebrating this global campaign with poster competitions, a tableau by resident women, and other activities.

MOU with Lahore College for Women University-November 6, 2017

PCSW signs MoU with LCWU. The MoU reflects PCSW commitment to create sustainable pathways of collaboration with academia. The MoU introduces modalities through which LCWU and PCSW can have structured engagement and deepen institutional collaboration. Women's empowerment will be promoted through 6 annual seminars on women's rights and issues.

Interprovincial Meeting with all Provincial Commissions-November 1, 2017

An Interprovincial Meeting with all Provincial Commissions on the Status of Women was held at Punjab Commission on the Status of Women. The purpose of this meeting was mutual learning and experience sharing of each Commission's work to further the cause of women's empowerment, as well as to enhance understanding on successful facilities aimed at Ending Violence Against Women in Pakistan.

Session on National Laws at Punjab University-October 25, 2017

Representatives from PCSW convened an interactive Seminar on "Laws for Protection of Women" with Students from the Institute of Social and Cultural Studies at Punjab University today. Laws covered included the Punjab Child Marriage Restraint Act, Punjab Muslim Family Laws, Punjab Family Courts Act and Punjab Protection against Harassment of women at the Workplace Act.

2nd Punjab Women Judges Conference-October 13, 2017

Punjab Judicial Academy and Lahore High Court organised The 2ndd Punjab Women Judges’ Conference from 13th-15th October, 2017. The objectives of the event were to recognize the importance of women judges, to discuss important challenges women judges face in fulfilling their vital role on the bench, and to identify opportunities to address those challenges. PCSW was invited in the conference as Rapporteurs and also on providing information to Women Judges on Domestic and Sexual Violence.

Reimagining Women’s Empowerment in South Asia-October 10, 2017

The "REIMAGINING WOMEN’S EMPOWERMENT IN SOUTH ASIA" Conference was held on 10th October, 2017 at Colombo, Sri Lanka. GROW is a five-year, multi-funder partnership with the UK’s Department for International Development, The William and Flora Hewlett Foundation, and Canada’s International Development Research Centre. Punjab Commission on the Status of Women was represented at the conference by Chairperson PCSW Fauzia Viqar.

Meeting with Centre for Research in Economics and Business-October 10, 2017

PCSW held a meeting with faculty of Centre for Research in Economics and Business (CREB) at Lahore School of Economics (LSE). PCSW encouraged research to highlight women related issues, with an end to sift out appropriate solutions to tackle rural and urban development issues.

Due Diligence Framework-September 27, 2017

Punjab Commission on the Status of Women (PCSW) and ShirkatGah Women’s Resource Centre organised a workshop on state accountability, due diligence and the role of social activists in eliminating violence against women. The training was conducted by international legal experts and trainer Zarizana Abdul Aziz and co-facilitated by Punjab Police DSP Aftab Ahmed.

Participation in Plan International’s Technical Working Group-September 23, 2017

Representatives from PCSW participated in the Technical Advisory Group Meeting for Plan International’s Women Economic Empowerment Project. The meeting focused on collaborations between private and government based organisations to further strengthen rural women’s economic empowerment through enhanced participation in south Punjab’s dairy sector.

Orientation Meeting at Bahawalpur-September 21, 2017

Representative from PCSW shared status of PCSW's current projects with Government Officials and Civil Society Members of Bahawalpur Division. The agenda of the meeting was to acquire information regarding projects initiated in Bahawalpur Division for women empowerment, to discuss how PCSW can support those initiatives and providing a brief session on process and implication of Gender Responsive Budgeting for Gender Mainstreaming.

Awareness Session on importance of CNIC at THW-September 20, 2017

A session was organised on women having issues regarding Computerized National Identity Card (CNIC) and its importance at Transitional Home. The facilitator Mr. Imran Qureshi, Senior Legal Advisor at Punjab Commission on the Status of Women (PCSW) highlighted the importance of CNIC. The session also focused on high importance of CNIC for casting vote in the elections.

Celebration of Defence Day-September 11, 2017

Defence and armed day was celebrated at THW, Residents at THW participated enthusiastically in defence day activities. Defence is celebrated as national day to commemorate in the memory of Pakistan’s successful defence against India that marked ceasefire on 6th September 1965.Armed day is celebrated on 7th September to pay homage and tribute to armed forces of Pakistan. The activities included poster competition, poetic tribute to martyrs.

Visit of Special Envoy Commonwealth-September 8, 2017

Joanna Roper CMG, Special Envoy for Gender Equality, Foreign and Commonwealth Office UK visited PCSW and met with Chairperson and the entire team of PCSW. Ms. Roper was informed about the working of PCSW along with project details. Ms. Roper applauded PCSW’s work towards women empowerment.

11th Meeting of Punjab Commission on the Status of Women Board members was organised by PCSW. The members were apprised of activities conducted by PCSW and updates were also provided regarding the projects under PCSW.

Gender Sensitivity training session of Judges-August 23, 2017

Chairperson, PCSW Ms. Fauzia Viqar conducted a gender-sensitivity training session with 15 Sessions Judges at the Punjab Judicial Academy, Lahore. Ms. Fauzia not only reviewed latest amendments in the law but also shared important statistics from the Punjab Gender Parity Report 2017 to map the gender bias within Institutions that promote and provide justice.

Punjab Commission on the Status of Women (PCSW) signed a Memorandum Of Understanding (MOU) with Seplaa Enterprises to conduct information sessions and trainings through the Impact Change Xcelerator (ICx) Seplaa platform. Address by Chairperson PCSW at session by SUBAI-August 9, 2017

PCSW Chairperson, Ms. Fauzia Viqar addressed a gathering of parliamentarians from Punjab, KPK, Balochistan, AJK and Gilgit Baltistan. Free Medical Camp at Transitional Home-August 7, 2017

Free Ultra sound camp for the residents of Transitional Home and Social Welfare complex was organised at dispensary located at THW. The objective of the camp was to make available the special facility at newly established health clinic of THW, to diagnose further treatment of undiagnosed health issues and to conduct camps to offer free diagnostic services especially for women and children.

Meeting of PCSW’s Divisional Coordinators-August 5, 2017

A meeting of divisional coordinators was called at Punjab Commission on the Status of Women. Chairperson was apprised of activities and progress made by divisional coordinators in their respective divisions. The project manager (GMIS) discussed methods used by the divisional coordinators to collect data related to women from all 36 districts across Punjab, and various initiatives taken by all coordinators in the previous financial year, including inter alia promotion of Punjab Women’s Helpline (1043).

NED Project Launch by Chaiperson PCSW-July 25, 2017

Chairperson Ms Fauzia Viqar launched The National Endowment for Democracy (NED) project for increasing the women's voting turnout from 20 percent as experienced in 2013 general elections to almost 40 percent in 2018 general elections. The project would be implemented in Sialkot district in active collaboration with an NGO for increasing female voters' maximum turnout in 2018 general elections.

Motivational Session for Resident Women at Dar-ul-Falah (June 25, 2017)

Motivational Session conducted at PCSW'S Transitional Home by BBDO on UN #beatme campaign. The session highlighted Ms. Naureena Shams, the famous squash player from Peshawar who shared her life experiences with resident women and gave them encouragement to excel in life.

The World Environment Celebration (June 22, 2017)

The World Environment Day was celebrated at Transitional Housing for Women (Dar-ul-Falh), Township Lahore. Activities included educational video on saving natural resources and plant trees, poster competition, children’s performance on the concept of ‘Global warming’ and a brain storming activity on ‘Protecting nature’ were the highlights of the event.

The Directors’ Training Program (June 17, 2017)

The Directors’ Training Program took place at PCSW Office on June 17. During the training, Women in Leadership positions learnt about the SWOT Analysis to minimize consequences of risk and maximize productivity of public sector entities. Candidates also learnt how to apply and use the SWOT Analysis and other concepts crucial for "Formulation and Implementation of Strategy" by a Public Sector Board.

Chairperson PCSW monitors Training of Nikkah Registrars in Kasur (June 15, 2017)

Training of Nikkah Registrars were conducted in Chunian, Pattoki and district Kasur in its first phase. On June 15th, Ms. Fauzia Viqar, Chairperson PCSW herself monitored the training sessions in Kasur.

Mentoring Session under Women in Leadership Project (June 1, 2017)

An Mentoring Session on Public Sector Governance for Women in Leadership Candidates was held at PCSW. In the session WIL candidates received an orientation on "Public Sector Governance", by Ms. Momina Randhawa Legal Consultant (LAWBIRD).

Launch Ceremony of Transitional Housing for Women (May 26, 2017)

Transitional Housing for Women, a project for economic and social empowerment of women victims of violence was launched on May 26, 2017 at Dar-ul-Falah, Township, Lahore.  Punjab Commission on the Status of Women initiated the program in collaboration with Social Welfare Department. The project will facilitate women victim of violence and accompanying children for their social and economic enhancement.

Training of Trainers under TNR Project (May 5-6, 2017)

PCSW's Project titled "Training of Nikkah Registrars and Local Government Officials" held a Training of Master Trainers in Lahore on 5th and 6th of May. These Trainees will subsequently impart Information on women's rights, marriage and family laws to Nikkah Registrars and Local Govt. Officials across Punjab.

Awareness Session on Pro-Women Laws (April 27, 2017)

A one-day Awareness Session on women’s rights was organized on April 27, 2017 at Dar-ul Falah, Township, Lahore by the Punjab Commission on the Status of Women (PCSW), under the Transitional Housing for Women (THW) Project. The major objective of the session was to enhance the knowledge of participants about women’s rights and their value in society. The session was organized in collaboration with Aurat Foundation.

International Conference on Gender, Work, and Society (April 22, 2017)

On April 22, PCSW Chairperson Fauzia Viqar spoke on the Practitioner's Panel at the 2017 International Conference on Gender, Work, and Society, organized by the Social Enterprise Development Centre (of the Suleman Dawood School of Business, LUMS). Other panelists included Uzma Qureshi (World Bank), Dr. Yasmeen Qazi (Gates Foundation) and Salma Khalid (NRSP)

Launch of Punjab Gender Parity Report 2017 (March 06, 2017)

The second PGPR 2017 was launched on March 06, 2017. The PGPR is issued annually since 2016 by the Punjab Commission on the Status of Women in recognition of its mandate to maintain a database on gender issues that will enable the government to plan for women’s empowerment. Gender disparity was measured in six thematic areas. The report serves to provide a framework for initiatives especially working towards making the situation of women in the province better.

MoU signing ceremony took place at PCSW Office on March 3, 2017 between PCSW and Bali Memorial Trust. The core objective of collaboration was to provide in kind support towards resident women and children of Transitional Home during the project implementation period.

MoU Signing Ceremony with Social Welfare Department (January 9, 2017)

MoU signing ceremony took place between The Punjab Commission on the Status of Women and Social Welfare and Bait ul Maal Department - Government of Punjab, for project "Transitional Housing for Women" at DGPR office. The major objective of the project was to provide protection and economic empowerment to women victims of violence.

Women's Safety Smart Phone App launched (January 4, 2017)

Women's Safety Smart Phone Application launched on January 4th, 2017, by Punjab Commission on the Status of Women, Chief Minister's Special Monitoring Unit and Punjab Safe Cities Authority. The app brings together emergency helplines and other services within one Women Safety button, so that women can easily access police and get information.

The Punjab Commission on the Status of Women's 6th Members' Meeting, took place on 9th May 2016, and was attended by 16 members, who discussed various important components of the Commission's work progress. The Annual Development Programme (ADP) Schemes, planned with the Planning and Development Department, were finalized, appreciated and supported, and a thorough discussion took place regarding the Commission's collaborations with other entities for the execution of new projects. All members who were present contributed their input concerning budgets and other issues related to making legal decisions for the Commission. All in all, the meeting was successful as key decisions about the future of the Commission were made and everyone felt satisfied with the progress of the Commission's work so far, expressed full interest in being involved and praised all the discussed future plans.

Discussion on data sharing protocols: A meeting of Data Sharing Protocols was held on 18-03-2016 under the Chiarpersonship of Chairperson Punjab Commission on the Status of  Women in the committee room of PCSW In order to discuss the strategy for data sharing and increased collaboration between the electronic Information Management System of the government institutions namely PCSW, Punjab Police, Public Prosecution Department, Lahore High Court Lahore, and the Punjab Prisons. It was attended by the representatives of the said departments as well as PITB, which is responsible for developing the online data systems of various departments. The participants shared the progress pm their respective information management systems, and exchanged ideas to improve collaboration, so as to streamline the data collection in the criminal justice system of Punjab.

Opportunities & Challenges for Pakistani Women in IT Sector: Sanjh Preet Organization has implemented a woman empowerment project titled Enhancing Employability of Women Graduates in Information Technology (IT) Sector in district Lahore (May 01 to December 31, 2015) with the technical and financial assistance of USAID-SGAFP. The main objective of the project was to enhance the employ ability of women IT Graduates in IT sector that is currently only 14% in Pakistan.
The organization had successfully completed the project and planned a project closing ceremony on January 12, 2016 (Tuesday) at Royal Palm Golf and Country Club Hotel, 52 Canal Bank Road Lahore at 11:00 am to 14:00 pm to showcase the project results.Chairperson Punjab Commission on the Status of Women Fauzia Viqar talked about:  Role of work place environment to promote women employability, work place harassment and related legislation by the Government.

16 Days of Activism Campaign for Violence Against Women: From 25-11-2015, the International Day for Elimination of Violence against Women (VAW), to 10-12-2015, the International Human Rights Day, 16-day campaign of Activism against Gender-based-Violence will be carried out globally. Punjab Commission on the Status of Women (PCSW), which is mandated to monitor Violence Against Women and to create awareness regarding women's rights will also observe 16-days campaign to exhibit solidarity with victims of such violence.
PCSW has planned to carry out various activities for raising awareness on the issue among the masses. In this regard a Press Conference was held in Press Club Lahore on 23rd November 2015 in joint collaboration with White Ribbon Campaign and PCSW. The Press Conference was chaired by Minister Women Development Department, Ms. Hameeda Waheed-ud-Din who was accompanied by Mrs. Fauzia Viqar, Chairperson PCSW and Mr. Omer Aftab CEO, White Ribbon Campaign. The press conference was attended by representatives of different newspapers and TV Channels.

Ending Violence Against Women: Promoting Sustainable Development Goals in Punjab: From 25 November, the International Day for the Elimination of Violence against Women, to 10 December, Human Rights Day, is  a time to galvanize action to end violence against women and girls around the world undr 16 Days of Activism Against Gender-based Violence Campaing. The year 2015 marks the 20-year anniversary of the Beijing Declaration and Platform for Action, the most progressive road map to gender equality. This year, a new 2030 Agenda for Sustainable Development, which for the first time includes specific targets and indicators on ending violence against women, also replaced the Millennium Development Goals. Adoption of this agenda at the United Nations Sustainable Development Summit in New York in September 2015, by all UN member countries including Pakistan demonstarted their resolve and commitmennt to gender equality and prioritizing women's empowerment. Goal 5 of the SDG framwork focuses specifically on achieving gender equality and the empowerment of women and girls and sets and underlying tone for achieving these targets through other goals mentioned in the framework as well.Since Pakistan is a signatory to the Agenda, it (like all other member states) is expected to steps to prioritize and localizee the SDGs for implementation at all level of government. It is, therefore, extremly important to not only familiarize ourselves with the framework but also to adopt measures that will help us achieve these goals and monitor their implementation. UN Women has arranged a consultation focused on understanding the SDG framework from a gender perspective in Punjab. Discussion will focus on key targets mentioned in the framework, the current status of the Millennium Development Goals and the establishment of a monitoring system for implementation of the SDGs.

Meeting of the Provincial CEDAW Implementation Committee: Meeting was held in the office of Chairperson Punjab Commission on the Status of Women to apprise the Committee members about requirements for Punjab CEDAW Report to be submitted by end 2016. Participants included representatives of all key departments of the Punjab Government, FIA, NADRA, civil society representatives and others. Members will submit relevant information periodically for complition of the Punjab CEDAW report to be submitted to the Government of Pakistan by December 2016.

Meeting for Constitution of Punjab Women's Parliamentary Caucus: Meeting was convened by the Punjab Commission on the Status of Women under the Chairpersonship of Minister for Women Development Department for discussion on the structure, method of selection and term of the office for the Punjab Women's Caucus.29 Members of the Punjab Assembly participated and agreed on election for the Caucus office bearers on 4th September, 2015.

Orientation and Monitoring Meeting of PCSW -- District  Sahiwal: Focus of the meetings with key government and civil society stakeholders, organized by the DCO Sahiwal was discussion on key women's issues in Sahiwal, progress on indicators critical to women's empowerment and steps taken by the Government of the Punjab for women's empowerment.  
In the Monitoring visit to the Sahiwal Central Jail facilities and services for women prisoners were reviewed and, requirements and challenges for staff were discussed. The Jail housed 62 women prisoners on August 26th, 2015.
Review of facilities and services to the Darul Aman, Sahiwal showed that staff was dedicated and most needs of residents were provided for. However, the darulaman had positions of vocational teacher, computer operator and assistant vacant  for many months.

Meeting of Committee Members for Development of By-laws in Punjab Women's Caucus: A meeting of committee members for development of by-laws for Punjab Women's Caucus was organized by the PCSW on 27th July 2015. Members discussed by-laws of the National Women's Parliamentary Caucus and draft by-laws prepared by women MPAs from all four provinces specially convened by UNDP in Bhurban, 2014.  Major aspects covered in this meeting were number of members, Patron appointment, selection of Secretary, free or Fee, report of Sub-committee, service tenure. Chairperson PCSW Fauzia Viqar ensured full support by the Punjab Commission on the Status of Women (PCSW) towards constituting the Caucus in Punjab.

1st Meeting of PCSW Legal Committee: The meeting was convened for discussion of a single point agenda of framing Recruitment Rules for PCSW. Members discussed the status of existing Rules of Business submitted by the Commission for approval; the status of PCSW as a Special Institution and; the Recruitment Rules of NCSW for guidance, owing to similarity of structure and functions. Work was begun to develop rules accordingly.

Provincial Meeting with Stakeholders on Standarized list of indicators on VAW in Pakistan: A plenary session on developing standardised Indicators on violence against women in Pakistan was organized by NCSW in collaboration with PCSW with NGOs and government officials. Indicators for a national VAW baseline survey, a tentative timeline and strategy of proposed survey were shared with the participants. This data collection will be first of its kind at national level and can be the basis for provincial efforts to track violence against women regularly.

2nd Meeting of the Commission: Members were briefed about monitoring visit of the Chairperson to South Punjab and review of conditions/services of Darul Aman, jails, crises centres and working women's hostels in these districts. Districts visited included Bahawalnagar, Bahawalpur, Rahim Yar Khan, Rajanpur, Dera Ghazi Khan, Muzaffar Garh, Multan, Lodhran and Vehari. PCSW members were included in these monitoring visits to introduce them in their respective divisions. A monitoring report for Darul Amans and Women's Centers was sent to the Social Welfare Department outlining challenges for residents and staff.
Key decisions taken were:

  • To identify gaps and missing facilities in jails, Darul Amans and crisis centres as part of the PCSW mandate to monitor these institutions
  • Prompt development of Recruitment Rules of the PCSW by the Legal/Policy Committee
  • Members granted approval to PCSW plans for development of a Gender Management Information   System and Research on women's employment in the formal private sector

1st & 2nd Monitoring and Evaluation Committee Meetings: The Committee discussed the Punjab report on indicators for UN CEDAW Committee Concluding Observations 22 & 28 submitted by PCSW. M&E Committee developed196 indicators for the final CEDAW report and aligned them with the Sustainable Development Goals /indicators. Concerned departments were identified for reporting on indicators and input from genera PCSW members was included in the draft to correlate these indicators with those of the SDGs.
